The original idea was a kind of community NEWSLETTER outside the business needs of the HOA or controlled by HOA. 

All HOA business remains at the HOA website. HERE

A forum or newsletter can provide discussion on personal hobbies like quilting or nature photography. Perhaps birdwatching on the lake. 

It's a public discussion space. Issues should be civil and informally discussed for opinion but this will not be a formal HOA complaint department. Serious matters should be presented directly to the HOA structure and officers.
